      How the problems are made

Every business, person and rate is invented and printed with its problem, as on CSEC papers, so the keys never go out of date. Level 1 turns a time card into hours worked and overtime, by the day or the week. Level 2 is gross pay: overtime at time and a quarter, time and a half or double time, piece rates, commission, bonuses and salaries. Level 3 takes off income tax (after a personal allowance, in two bands or flat), NIS or Social Security, a pension and other voluntary items. Level 4 is a payroll register for 3 to 5 employees with column totals and a pay slip.

A wrong box gets a hint on the method. The slips CXC's examiners report, such as time and a quarter read as 1.4 or the personal allowance taken off as a deduction, each get a hint of their own. A figure that is wrong only because an earlier box is wrong is marked as following your figures.

      An example from set PAY4B7

Natalie Alleyne, a forklift driver at Cocoa Ridge Packers, worked 44 hours at $250 an hour, with time and a half for hours over 40. The overtime rate is 1.5 × $250 = $375, so 4 overtime hours earn $1,500 and gross pay is $10,000 + $1,500 = $11,500. Taxable pay is $11,500 − $6,500 personal allowance = $5,000, and income tax at 16% is $800. NIS at 5% of gross pay is $575, so statutory deductions are $1,375. The pension plan at 8% of gross pay ($920) and credit union savings of $200 make voluntary deductions of $1,120. Net pay is $11,500 − $1,375 − $1,120 = $9,005. Open set PAY4B7

      The presets

CSEC follows Section 11 of the Principles of Accounts syllabus and the payroll clerk's tasks in Office Administration, with dollars, NIS and the personal allowance. The two general presets ask the same in plain words: dollars with Social Security, or pounds with national insurance and a 24-hour clock. Overtime follows the rule printed in each problem, and gross pay is always pay before deductions, as in the Principles of Accounts glossary.

      Questions

How do you calculate overtime pay?

First find the overtime rate: the basic rate times the multiplier, so time and a half on $80 an hour is 1.5 × $80 = $120 an hour. Then overtime pay = overtime hours × the overtime rate: 20 hours × $120 = $2,400. Time and a quarter is 1.25 times the basic rate and double time is 2 times.

What is the difference between gross pay and net pay?

Gross pay is everything earned before deductions: basic pay plus overtime, commission or bonus. Net pay is what the employee takes home after every deduction, statutory and voluntary, has been taken off the gross pay. The Office Administration specimen mark scheme works out a gross pay after deductions; the Principles of Accounts glossary and the subject reports mean pay before deductions, and so does this site.

What are statutory and voluntary deductions?

Statutory deductions are required by law, such as income tax and national insurance (NIS, Social Security). Voluntary deductions are made at the employee's request, such as union dues, health insurance, credit union savings or a pension plan the employee chose to join.

Is the personal allowance taken off net pay?

No. The personal allowance is the income a person may receive free of tax. Take it off gross pay only to find the taxable pay, then charge the tax rate on what is left. It is never a deduction from pay, and it is never added to pay. CXC examiners report both mistakes.

Is income tax worked out before or after NIS?

Follow the question. When it says income tax is 10% of gross pay, charge the 10% on the gross pay; do not take the NIS off first. CXC's June 2024 report notes that many candidates did. When a personal allowance is given, tax is charged on gross pay minus the allowance.

How do you turn minutes on a time card into hours?

Divide the minutes by 60: 15 minutes is 0.25 of an hour, 30 minutes is 0.5 and 45 minutes is 0.75. So 8 hours 45 minutes is 8.75 hours, not 8.45. Take off any unpaid lunch break before adding up the day.

Are these real tax and NIS rates?

No. Every rate is made up for the question, as on CSEC papers, and printed with it: the tax rate, allowance, NIS or Social Security rate and pension rate. For real pay, use your country's current rates.
